Purchase Requisition Rejection work item

Purchase Requisition Rejection work item is coming to all SAP user's inboxes ,including creator and approver as well.

Have copied standard purchase requisition(PR) item rejection workflow as shown below.

Standard WF/Task Custom WF/Task Description WS65400027 WS99900004 Reject requisition item TS65400032 TS99900009 Requisition release refused General Task When the approver rejects the PR Item, WF is getting triggered successfully, but the work item is coming to all SAP user's inboxes ,including creator and approver as well.
I have mentioned the initiator as agent in the expression.

I have classified the task:TS99900009 as general task, is this the cause?. Means if a task is general task, the relevant work item will got all sap user's inbox? can't we restrict it to single user(ie.PR creator only in my case)?
